I think she forgot the bottom half of the outfit.
I just saw this on yahoo. I think its a bit trashy, but there could be worse too. I think she is trying too hard not to be Disney any more. There are ways to look "sexy" and grown up but still a little more classy for a 19 year old. I surely wouldn't want my daughter dressing like that...
I think that's part of it - she is trying TOO hard to erase her Disney image. And I think that people have seen what happened to Lindsay Lohan and are now watching young stars much more closely. Is the outfit a bit over the top? Yes for most people, but not for Hollywood.
All I can say is I would have worn pants and a shirt.
